BASIX Compliance Certificate in NSW

13 MAY 2026

If you’re planning to build, renovate, or lodge a Development Application (DA) in New South Wales, you’ll almost certainly need a BASIX compliance certificate.

This guide explains exactly:

  • What a BASIX certificate is
  • When it’s required
  • How to get one
  • Costs, timelines, and common mistakes

What Is a BASIX Compliance Certificate?

A BASIX compliance certificate is a mandatory sustainability report required for most residential developments in NSW. It confirms your project meets government targets for:

  • Water efficiency
  • Energy use
  • Thermal comfort

Without this certificate, your Development Application cannot be approved by council.

BASIX (Building Sustainability Index) was introduced to reduce water consumption and greenhouse gas emissions across residential buildings in NSW.

When Is a BASIX Certificate Required?

You need a BASIX certificate for:

  • New homes and dwellings
  • Renovations or additions over $50,000
  • Dual occupancies, townhouses, and apartments
  • Swimming pools or spas over 40,000 litres

In most cases, the certificate must be submitted at the Development Application (DA) stage. Without it, councils will reject or delay your application.

What Does BASIX Assess?

The BASIX assessment focuses on 3 key performance areas:

1. Water Efficiency

  • Rainwater tanks
  • Low‑flow fixtures
  • Landscape irrigation

2. Energy Efficiency

  • Lighting and fixed appliances
  • Heating and cooling systems
  • Ventilation
  • Solar or renewable energy

3. Thermal Comfort

  • Insulation
  • Building orientation
  • Window placement and glazing

Each area must meet specific targets using the official BASIX tool.

How to Get a BASIX Compliance Certificate

Here’s how the process typically works:

Step 1: Prepare Your Plans

Check out our Information required pdf to see exactly what information & plans are required.

Step 2: Complete a BASIX Assessment

Enter your project details into the BASIX online tool to calculate scores.

Step 3: Meet Compliance Targets

Adjust your design until water, energy, and thermal performance pass required levels.

Step 4: Generate the Certificate

Once all targets are met and fees are paid, your BASIX certificate is issued and ready for submission.

How Much Does a BASIX Certificate Cost?

Costs vary depending on:

  • Project size
  • Complexity
  • Design changes required

Simple projects are usually more straightforward, while complex homes may require detailed modelling or consultant input.

How Long Does BASIX Take?

The timeframe depends on:

  • Completeness of your documentation
  • Whether design changes are needed
  • Project complexity

If your plans are well-prepared, the process is typically faster.

Common BASIX Compliance Mistakes

Avoid these common issues that can delay your approval:

  • Starting BASIX too late in the design process
  • Submitting incomplete drawings
  • Not meeting thermal or energy targets
  • Ignoring orientation and shading

Fixing these later can result in costly redesigns and project delays.

Do You Need a BASIX Consultant?

While it’s possible to complete the BASIX assessment yourself, many projects benefit from working with a consultant.

A BASIX consultant can:

  • Optimise your design for compliance
  • Reduce unnecessary construction costs (which far outweighs the cost of their service)
  • Speed up the approval process

For complex builds, using an experienced assessor reduces risk and helps avoid delays.

Why BASIX Compliance Matters

Beyond approval requirements, BASIX also delivers long-term benefits:

  • Lower energy and water bills
  • Improved indoor comfort
  • Increased property value

It’s not just compliance — it’s smarter, more efficient design.
